Air Force Academy letter?

Today I recieved a letter from the Department of the Air Force telling me that my overall record is not currently competitive but then it says that with continued effort I will be competitve for a place at the Academy. Then it goes into the process of admission and assigned me an ALO. Is this a good or bad sign because I am leaning towards bad. Also does the Academy look at weighted or unweighted GPA in highschool
